Our programme is based around economic growth and investment in our 15-minute neighbourhoods, working with and securing benefit for local communities while responding to the economic recovery challenges of the pandemic and the impact of the Climate Emergency.

The Head of Area Regeneration will be instrumental in developing and delivering our regeneration programme in the borough’s industrial and growth areas, particularly in the Lea Valley. This will require collaborative working across the organisation at a senior level; extensive engagement with local resident and business communities; and establishment of partnerships with a range of external stakeholders.

The Area Regeneration Delivery Team

The Council’s Area Regeneration Delivery Team is focused on development and delivery of the regeneration programme in Waltham Forest’s industrial areas and high streets. The programme is focused on securing public and private sector investment that enables and delivers transformative projects, infrastructure and new development all set within comprehensive area-based frameworks and masterplans.

The Area Regeneration Delivery brings together skills and experience in regeneration, economic development, masterplanning, project design and delivery, town centre programming and activation, strategic transport and sustainable development.

The Team sits at the centre of the Economic Growth Directorate’s multi-disciplinary approach to area-based regeneration and investment working closely with Place & Design, Development Management, Culture, Business Growth, Property, Capital Delivery and Housing colleagues.

Success in the role will depend on collaborative working across the Directorate and Council – including with senior managers and elected members – as well as engagement and development of partnerships with local communities, businesses, strategic authorities (such as GLA, TfL), investors and developers.

The Role - Head of Area Regeneration

We are looking for a leader with vision who can inspire a team and has the skills and experience to bring forward area-based regeneration on an ambitious scale across the borough, working closely with external stakeholders, the Directorate's Senior Team and Cabinet Members.

The successful candidate will need to oversee the Council’s complex interrelated roles, interests, external partnerships, engagement and workstreams for delivering major regeneration plans and schemes in the Borough’s strategic locations along the Lea Valley. This includes in Lea Bridge, Leyton Mills, Blackhorse Lane and North Circular Corridor linking to Meridian Water and the Upper Lee Valley.

The role includes leading strategic and high-profile area-based strategies and masterplans to set out a new sustainable future for these areas, building on the 15-minute neighbourhood concept, embedding climate resilience, while enabling economic recovery and long-term growth.

The role also includes attracting strategic investment, external funding and developer contributions for the delivery of capital, revenue and infrastructure projects at a range of scales, working with residents, businesses and senior stakeholders.
