Strategic Commissioning

Creating a Sustainable Care and Support System

Waltham Forest is vibrant and distinctive, a fantastic place to live, work, explore and invest. With a growing cultural scene, more green space than any borough north of the Thames, and great transport connections to the city and beyond it is a vibrant and creative borough. Our ambition is to ensure all of our residents can enjoy a good quality life. We are working at pace to deliver our Redefining Waltham Forest 2020 vision and create a Council that is resident-focused, insight-led, digitally-driven and commercially-minded; a Council that can meet the needs of our existing and future residents. We are looking for the right people to make this a reality and with the Council’s strong track record of providing a variety of career pathways this is an exciting opportunity not to be missed.

We are looking to add to our team of strategic commissioners who are visionary and innovative, have a flare for working collaboratively and most importantly are passionate about delivering improved outcomes for vulnerable people.

The council is currently seeking a commissioning lead for Children’s & Disability Enablement Services to strengthen its families and Homes Strategic Commissioning Function.

Based in Walthamstow, you will be part of an exciting and relatively new team that will play a key role in working closely with colleagues across the council, external partners and members of the community to develop relevant strategies and associated commissioning plans to deliver customer focused, high quality, value for money services. Ensuring plans and strategies promote independence and resilience, keep vulnerable service users safe and are sensitive and responsive to the needs of the local population within the context of the development of personalised services.

Previous experience of commissioning for children’s & disability enablement services that support social care would be ideal but not essential.  It is more important that you have experience of working across all elements of the commissioning cycle and are able to demonstrate impact in supporting the development of a sustainable care and support system.  The team will be expected to provide a strategic oversight on services across the care continuum and lead on our market shaping duties for this area.

You will be educated to degree level and/or demonstrate relevant work experience and will possess project management skills which will be utilised in planning, needs assessment, risk analysis and stakeholder engagement. If you are a committed team member, with drive, enthusiasm and a focus on delivery, we would like to hear from you.

For an informal discussion please telephone Darren Newman, Assistant Director for Commissioning on 020 8496 8240 or by email to Mandy Holland-Martin, Strategic Commissioner for Children’s & Disability Enablement Services at

The Council is committed to meeting its 4 equality objectives contained within the Waltham Forest Council Equality Plan 2012/2015:

- Promoting equality of opportunity

- Opposing all forms of discrimination, intolerance and disadvantage
