Corporate Anti-Fraud Team Manager – Grade PO6

It is an exciting time to join Waltham Forest, the first London Borough of Culture for 2019.  As well as this bringing a magnificent programme of cultural events and activities to the borough, it will put us on the map and ensure a lasting legacy.  The Council is currently entering a period of extensive investment programme of its assets, including masterplan for its historic Town Hall, introduction of house building, and a number of regeneration programmes across the borough.

An opportunity has arisen for an experienced team manager to join our corporate anti-fraud team to help with providing an effective anti-fraud and irregularity investigation service to the Council and its partner organisations and ensuring that a strong anti-fraud culture is imbedded throughout the Council. 

You will support the Deputy Head of Internal Audit and Anti-Fraud to deliver high quality services to and to enhance the Council’s internal control framework. On a day to day basis, you will manage the corporate anti-fraud team, undertake investigations and ensure that services comply with relevant legislation, regulations and best practice.  You will work with senior management and operational staff to develop and maintain effective working relations while maintaining an active investigation caseload.  

You will have substantial experience of investigating fraud, corruption and irregularities within local government to be able to manage your own investigation caseload, while managing a team to deliver high quality customer focused services.  You will have a sound knowledge of professional anti-fraud standards and excellent communication skills and will have the ability to present complex information to a wide range of stakeholders, including the preparation of high quality, clear and concise reports. You will have experience of dealing tactfully and responsibly with a range of people and organisations as you carry out a range of investigations covering the entire range of services offered by the Council and its partner organisations.

With professional competence and expertise, along with appropriate experience in delivering anti-fraud services, you will hold a relevant anti-fraud qualification, such as the Accredited Counter Fraud Specialist qualification; the Advanced Professional Certificate in Investigative Practice; or the CIPFA Certificate of Investigative Practice (other qualifications are acceptable – please see the person specification for details).
