Town Centre Lead roles

12-month fixed term

Introduction

There has never been a more exciting and challenging time to work for Waltham Forest Council and with its diverse community and partners to make an impact on the future of the borough.

Waltham Forest Council is at the forefront of regeneration in London, with an ambitious programme of housing, workspace, health, education, culture, leisure and transport infrastructure and public realm improvements being delivered across the borough. The Council has an ambitious pipeline to deliver 27,000 new homes and 46,000m2 workspace across the borough by 2035.

The Covid 19 pandemic and its impact has made us all review the ways we live and work, embracing technology and becoming more flexible, diverse and sustainable.

In response to the pandemic, the Council’s emerging Public Service Corporate Strategy focuses on these immediate priorities:

    • Connecting people with jobs
    • Safe and healthy lives
    • Our 15-minute neighbourhood
    • Confidence in our future

The Area Regeneration Team

The work of our team focuses on our industrial areas and high streets/town centres, building on and enhancing their physical, social and economic assets and the skills and knowledge of local people. The team will be at the forefront in delivering on the 15 minute neighbourhood priority of the Council’s Corporate Strategy, whilst also linking this to supporting the councils response to Climate emergency.

Success in these roles will depend on collaborative working across the Council and with its partners to add value and deliver projects and initiatives as part of wider area frameworks and strategies, which make our borough a better place to live, work and play.

In response to the Covid-19 crisis, the Council is implementing its Economic Recovery Plan including specific action plans to support the recovery and resilience of our High Streets and secure economic recovery and deliver long-term transformative plans for our places and people.

Working with residents, businesses and stakeholders we are demonstrating that Waltham Forest is open for business. We are taking the opportunity to re-imagine the role and function of our places to ensure that they attract investment, deliver high-quality housing, employment and infrastructure and are fit to meet the needs of our residents and businesses.

Town Centre Lead (North)

The Town Centre Lead for the north of the borough (Chingford Mount, North Chingford and Highams Park) will be responsible for developing and implementing the High Street Action Plans and town centre frameworks through engagement and activation initiatives, building cross-departmental relationships as well as those with residents, businesses and other partners required to deliver the ambitious recovery plans.

As an experienced project manager, you will take the lead on coordinating engagement, cultural, business and creative place-making regeneration projects, delivering good growth with significant benefits for businesses and residents.

You will need to have a strong commitment not just to engaging residents, businesses and community groups, but to working closely with them to deliver sustainable regeneration projects which aid the recovery and strengthen the north of the borough.

An excellent communicator who is flexible and creative, you will take the lead in delivering engagement activities and events around the new Chingford Mount Town Centre Framework and lead on town centre activation work such as developing street markets and meanwhile uses for vacant shops.

The attached Role Profiles gives an outline of what the roles will need to deliver. We look forward to receiving your application.

Equal Opportunities

Waltham Forest is a diverse borough where diversity is valued and is integral to both, service delivery and employment of its staff. The Council is proud of its rich mix of communities and as the largest employer in the area, it works hard to respond to the changing needs of its population. We use our statutory duties on race, gender and disability equality and best practice in respect of age, faith and sexual orientation to ensure equality of opportunity in the workplace. The Council is committed to meeting its 4 equality objectives: - Promoting equality of opportunity - Opposing all forms of discrimination, intolerance and disadvantage - Ensuring our workforce reflects the diverse communities of Waltham Forest at all levels. - Providing fair, appropriate, accessible and excellent Services to all. Respecting Diversity is a core Council value. To support the above and reduce the risk of bias in its recruitment activities, the council is operating an anonymous shortlisting process, which hides personal information that can identify individuals until their application has been considered for shortlisting. The council also operates a scheme whereby, for jobs graded up to and including scale SO2, internal candidates are considered first. This includes those candidates who self-identify as having a disability for the purposes of the Disability Confident scheme.
