Vacancy Description

Infrastructure Planning Manager, London Borough of Waltham Forest

Waltham Forest is a vibrant East London borough, busting with culture, energy and opportunity. We are one of the fastest growing boroughs in London and pursuing an ambitious agenda for regeneration and sustainable growth. Central to this agenda is our drive to deliver the highest quality places, supported by the right strategic and local infrastructure to meet the needs of our diverse communities - both now and in the future.

About the Role

Working within the busy and ambitious Place and Design Team, you will play a leading role in ensuring the right infrastructure is secured and delivered to support growth in line with the projects identified in the Council’s Infrastructure Delivery Plan. You will work proactively with colleagues, partners, investors, developers and infrastructure providers to manage the Council’s approach to infrastructure planning, funding, and delivery. You will lead the team responsible for infrastructure planning, Section 106, CIL and information monitoring. You will develop, manage and deliver the programme for collection, monitoring and allocation of monies collected through S106 and CIL. You will provide the corporate lead for input into all relevant boards and committees. You will work with the Local Plan team to prepare, review, monitor and implement Local Plan Policy and take responsibility for the annual review of our Infrastructure Delivery Plan and Infrastructure Funding Statement. With a focus on delivery and maximising return on investment, you will play an influential role in delivering the infrastructure needed to support Waltham Forest’s ambitious growth plans and ensure that local communities receive the investment they need. You will deliver high quality, robust and transparent planning advice, recommendations and decision-making to ensure an excellent service for all our customers.

We are looking for candidates who are committed to Public Service. You will play a key role in addressing the most pressing challenges we face as a borough. This includes new responsibilities to keep our residents safe in the face of Covid-19a and implementing bold new initiatives to support our residents, as well as ensuring that we remain focussed on a long-term positive future for Waltham Forest.

Equal Opportunities
Waltham Forest is a diverse borough where diversity is valued and is integral to both, service delivery and employment of its staff. The Council is proud of its rich mix of communities and as the largest employer in the area, it works hard to respond to the changing needs of its population.

We use our statutory duties on race, gender and disability equality and best practice in respect of age, faith and sexual orientation to ensure equality of opportunity in the workplace.

The Council is committed to meeting its 4 equality objectives:

- Promoting equality of opportunity

- Opposing all forms of discrimination, intolerance and disadvantage

- Ensuring our workforce reflects the diverse communities of Waltham Forest at all levels.

- Providing fair, appropriate, accessible and excellent Services to all.

Respecting Diversity is a core Council value.

To support the above and reduce the risk of bias in its recruitment activities, the council is operating an anonymous shortlisting process, which hides personal information that can identify individuals until their application has been considered for shortlisting.

The council also operates a scheme whereby, for jobs graded up to and including scale SO2, internal candidates are considered first. This includes those candidates who self-identify as having a disability for the purposes of the Disability Confident scheme. For more information, please refer to our recruitment and selection policy
