Waltham Forest Borough Council in Partnership with the Waltham Forest and East London (WEL) CCGs are implementing a new integrated commissioning structure and arrangements.  This exciting development comes at a time when the health and social care sectors are looking to commissioning to support many of the local responses to the COVID-19 outbreak.

Implementation of the new integrated model is underway with the assimilation of existing staff into new roles that have been designed to think and work across the health and social care spectrum, and who are adapting to their new ways of working. The new team currently has a number of vacancies as follows:


Head of Integrated Commissioning (X1) Agenda for Change band 8c / Local Authority PO12

The Head of Integrated Commissioning will sit alongside two other identical roles, with a focus on a defined health and social care strategic commissioning portfolio.  We are looking for extensive experience in NHS and/or Local Government commissioning, including the delivery of national targets, experience of integrated working between the NHS and local government, evidence of delivering transformational change programmes, and a proven ability to be both flexible and agile at a strategic level.  In order to bring balance across the expertise of the team we will be prioritising candidates with a predominantly health focused background for this position.  The portfolio opportunities are flexible with the chance to focus on learning disabilities with mental health or on children’s services.  These choices will be discussed with potential candidates at interview based on their expertise and knowledge.


Integrated Commissioning Manager (X3) Agenda for Change band 8a / Local Authority PO8

The integrated commissioning managers are considered flexible roles, with the capacity to shift and alter their portfolios and responsibilities according to the demands of the system and the workflow.  We are therefore seeking candidates with strong generic commissioning skills, and experience of delivering commissioning programmes in either health or social care but with significant experience of navigating the decision-making processes and governance arrangements of both.  The initial focus for one of these roles is likely to be on NHS children’s services with some support offered to other agendas.  The second role will support within the mental health portfolio, and the third will focus on Learning Disabilities.


Commissioning and Supplier Relationship Manager (X2.8) Agenda for Change band 6 / Local Authority PO4

We are seeking three commissioning and supplier relationship managers to support the team (one of which is X4 days per week pro rata).  These roles will establish the relationships with providers in specific sectors of the health and social care market.  The role is a merger of traditional strategic contract management as well as supporting the commissioning work of the team.  The three roles are currently allocated to supported living and residential services for learning disabilities and mental health; wellbeing services including the many of the VCS contracts, and services such as information, advice and guidance, and support services for carers; the third role is allocated to support the public health service contract and will work jointly across the integrated commissioning team and Public Health.


Successful applicants for both the Head of Integrated Commissioning and the Integrated Commissioning Manager positions will have the choice of being employed by either the WEL CCGs or Waltham Forest Council.  The Commissioning and Supplier Relationship Managers will be employed by Waltham Forest Council.
