We are seeking a dynamic and highly qualified individual to lead our Traffic, Projects and Design & Construction division. This is your chance to make a lasting impact on our community by spearheading innovative projects that enhance the quality of life for our residents.

Our programme aims to create safe, dedicated cycle lanes, upgrade crossings for pedestrian safety, enhance bus stops for accessibility, improve junctions for better traffic flow, develop walking and cycling routes between town centres, install cycle infrastructure like hubs and stands, design new outdoor spaces for community enjoyment, increase biodiversity with improved planting, introduce sustainable urban drainage to address flooding, and create quieter, safer residential streets for walking and cycling.

In this pivotal role, you will lead, plan, develop, and deliver expert services within the traffic and projects domain. You will drive the development and management of cutting-edge Council services, oversee a dedicated team responsible for policy, service delivery, and support, ensure optimal service outcomes in terms of performance and cost-efficiency, and provide strategic advice on Traffic Regulations and Management, supporting the Council’s Regeneration, Place, Asset Management, and Sustainability initiatives.

Your key responsibilities will include overseeing the development, design, and delivery of traffic functions. You will be expected to lead the service by implementing innovative solutions and engaging stakeholders like Transport for London, and lead high-profile projects. .

We are looking for someone with a degree in Civil Engineering, Transportation Planning, or a related field, and extensive experience in traffic management or urban planning. Strong leadership and team management experience, as well as experience in managing large budgets, are essential. You should have the ability to develop and implement strategic plans, excellent written and verbal communication skills, proven ability to engage with diverse stakeholders, and strong analytical and problem-solving skills.

Reporting to the Assistant Director for Highways and Parking Services, you will be responsible for:

Key Responsibilities: 

  • Traffic Regulations and Management: Manage the effective and efficient development, design, and delivery of the functions provided by the Traffic Regulations, Traffic Management Act, Road Safety Engineering, Project Development, and Enjoy Programme Delivery.
  • Budget management: Responsible for numerous budgets, identify and implement necessary corrective action, and report expenditure, predicted outturn, and milestones.
  • Leadership and planning: Responsible for the leadership, planning, and management of the service including the identification and implementation of innovative solutions to highway-related matters which encompass the views of stakeholders.
  • Local Implementation Plan: Take a pivotal role in the preparation and submission of the Local Implementation Plan capital bids to Transport for London and other bidding initiatives.
  • Project management: Lead in the feasibility/design and delivery of complex major high-profile projects. Ensure sufficient resources and funding are identified and made available to allow for successful delivery.
  • Reporting and representation: Prepare and present reports (including Cabinet and committee reports) and make presentations to council and other meetings, seminars, and conferences. Represent the council at meetings, seminars, conferences, and other events.
  • Legal agreements: Ensure legal agreements between the council and external parties do not prejudice the delivery and effectiveness of the Traffic Management and Infrastructure operation.
  • Stakeholder liaison: Lead for liaison with Central and Regional Government offices, Transport for London, the Greater London Authority, and Local Authorities or agencies regarding issues within the remit of the department.
  • Strategy and policy development: Overall responsibility for developing and reviewing Highways and Traffic Management strategy and policies.

 

Qualifications and Requirements: 

Degree civil engineering (or similar) and subsequent proven industry record.

A sound educational background with a proven record of continued professional development.

Membership of a relevant professional institute. (Desirable)
