About the role:
We are seeking a new Lead Analyst within the Data & Intelligence service to support the Council's private sector housing and property licensing (PSH&L) functions. This successful candidate will take a lead role in strengthening our use of data, data science and analytics to support our PSH&L service, which regulates conditions in the private rental sector and works with Landlords and residents on a range of housing challenges, from the Homes for Ukraine scheme to Waltham Forest's rapid Damp and Mould response.
Waltham Forest's PSH&L team has been leading local government in the use of property licensing powers to improve homes, including landmark setting national legal precedents in the effective use of enforcement mechanisms to improve poor housing conditions. We are now looking to invest in data and analytics solutions that will help us target our resources to the improve the poorest quality homes, find unlicensed properties and flex our agile 50 officer team as the changes and demands of residents living in the PRS change.
This will be a new role that will lead the design and delivery of new data analyst approaches, including strategic assessments, predictive modelling and performance analysis. This will ensure that senior leaders have access to robust and timely information to help them make decisions, target resources and manage risks. It will also ensure that residents, landlords and other stakeholders have a better insight into the impact of the PSH&L service.

Key Responsibilities:
Some of the key responsibilities for this role will be to:
- Lead the Property Licensing Intelligence function, building relationships with service managers to embed new ways of working and insights in everyday processes.
- Ensure that the team have appropriate and effective access to data to use in new analytics products, working with existing data sets in MetaStreet and PowerBI, as well as future new systems that are implemented.
- Lead the use of data science techniques to design and deliver solutions which help to address identified priorities.
- Anticipate user needs and translate these into projects to deliver high-value data and analytics solutions.
- Ensure strong and collaborative relationships with senior stakeholder, partners and colleagues in order to deliver on our objectives.
Qualifications and Requirements:
We are looking for a candidate with:
- Strong experience of analysing qualitative and quantitative data to deliver strategic and tactical analytics solutions.
- Technical expertise in a range of business intelligence and analytics tools, such as Power BI, R, SQL and GIS.
- Excellent communication skills and experience of presenting analysis to senior leaders to inform decision-making and prioritisation.
- Tenacity and ambition to drive innovation and improvement in the use of data.
- Ability to influence and collaborate with senior leaders and stakeholders across the organisation and in partner agencies.
