Senior Partnerships and Development Manager

Housing Delivery Division, Economic Growth and Housing Delivery Directorate

There is a real buzz about Waltham Forest.  As the Mayor of London’s first London Borough of Culture, our distinctive culture-led approach to economic growth and regeneration is driving one of the fastest-growing local economies in London. We are intensely ambitious for Waltham Forest, investing in the Borough’s future, and creating a legacy that will benefit our residents for years to come.

Working in Housing Delivery, part of the Economic Growth and Housing Delivery Directorate, you will play a critical part in meeting our ambition to ensure that every resident has a decent roof over their head. This is an exciting time to be joining Housing Delivery in this key partnerships role, as we seek to build on our track record in delivering the highest percentage of affordable housing in London over the last five years. You will be joining with the following in place:

  • RP Compact – this partnership is chaired by the Leader of the Council and Ruth Davison, CEO of Islington and Shoreditch Housing Association, and sets out the key commitments of the partnership in meeting our shared housing priorities. The successful candidate will lead the Council in shaping annual work programmes to support the development side of this partnership
  • Community-Led Housing policy– the successful candidate will build on this foundation to create a strong programme of CLH site delivery
  • Intermediate Housing policy – the successful candidate will help to shape the Council’s intermediate housing policies and delivery strategies, working in tandem with planning and housing delivery colleagues.

As Senior Partnerships and Development Manager, you will establish a shared programme of work with Registered Providers, Developers, the GLA and internal stakeholders that will help the Council to deliver its goal to provide a Decent Roof over everyone’s head. You will be responsible for enabling the delivery of the Council’s Community-led Housing programme and for shaping the Council’s delivery strategies and policies with respect to affordable housing. You will work within the housing delivery and partnerships team, supported by a project officer. As such, you will have significant practical experience of partnership delivery and the formation of evidence-based policy responses. A strategy and policy, housing development or planning background will be advantageous.

Evidence of working with, supporting and influencing external partners and stakeholders is essential.

Equal Opportunities

Waltham Forest is a diverse borough where diversity is valued and is integral to both, service delivery and employment of its staff. The Council is proud of its rich mix of communities and as the largest employer in the area, it works hard to respond to the changing needs of its population. We use our statutory duties on race, gender and disability equality and best practice in respect of age, faith and sexual orientation to ensure equality of opportunity in the workplace. The Council is committed to meeting its 4 equality objectives: - Promoting equality of opportunity - Opposing all forms of discrimination, intolerance and disadvantage - Ensuring our workforce reflects the diverse communities of Waltham Forest at all levels. - Providing fair, appropriate, accessible and excellent Services to all. Respecting Diversity is a core Council value. To support the above and reduce the risk of bias in its recruitment activities, the council is operating an anonymous shortlisting process, which hides personal information that can identify individuals until their application has been considered for shortlisting. The council also operates a scheme whereby, for jobs graded up to and including scale SO2, internal candidates are considered first. This includes those candidates who self-identify as having a disability for the purposes of the Disability Confident scheme.
